2017年8月15日，河北省保定市考察团来访深圳并莅临兰开夏科技（深圳）有限公司，学习深圳先进创新创业理念、海外人才政策和海外创新中心等。2017年4月1日，中共中央、国务院决定在雄安设立的国家级新区。这是以习近平主席为核心的党中央作出的一项重大的历史性战略选择，是继深圳经济特区和上海浦东新区之后又一具有全国意义的新区。

On 15 August 2017, Hebei Baoding delegation paid their visit to Shenzhen and UCLan Technology (Shenzhen) Ltd, absorbing the Shenzhen advanced innovative and entrepreneurial concepts, high-calibre personnel supporting policies, overseas innovation centres and etc. On 1 April 2017, An National New Zone has been confirmed to build up in Xiong An by the Central Committee of the Communist Party of China and the State Council, which is a major historic strategy made by President Xi Jinping and the Party Central Committee. Xiong An New Zone will become another National New Zone after Shenzhen Special Economic Zona and Shanghai Pudong New Zone. 

本次考察团人员有保定市发改委主任毛苏宇、保定经济开发区管委会副主任臧向辉、长城汽车股份有限公司人事部长岳瑞波和河北大学科技园总经理邢志勇等。会议上，英国中央兰开夏大学首席代表和兰开夏科技（深圳）有限公司总经理彭丽思为领导们介绍了深圳虚拟大学园的发展情况，并共同探讨如何通过产学研合作、政府政策扶持、建立海外创新研发中心等方式，在“一带一路”举措的引导下，雄安新区的发展道路上，推动中英科技项目孵化、帮助河北省龙头企业开拓国际市场，以及培养和引进具有国际视野的人才。

The Hebei Baoding delegates inculded Mao Suyu, Director of Development and Reform Commission of Baoding Municipality, Zang Xianghui, Deputy Director of Administrative Committee of Baoding Economic Development Zone, Yue Ruibo, Director of Department of HR of Great Wall Motor Company Limited, Xing Zhiyong, General Manager of Hebei University Science and Technology Park and etc. In the meeting, Palace Peng, Chief Representative of University of Central Lancashire and General Manager of UCLan Technology (Shenzhen) Ltd, has introduced the development of Shenzhen Virtual University Park and further discussed how to facilitate the incubation of Sino-UK Hi-tech projects, help the Hebei leading enterprises engage in international market and bring in more talents by setting up an overseas innovation centre, the collaboration of Industry-Academy-Research and government supporting policies.

兰开夏科技（深圳）有限公司是英国中央兰开夏大学的海外全资子公司，隶属于校本部创新与企业处，致力于英国中央兰开夏大学乃至全英范围和中国的创新创业合作，重点关注中英双方产学研交流，推动校本部科研成果商业化，为校内科研专家寻求中国合作机遇。2014年，经教育部批准，河北大学-中央兰开夏传媒与创意学院正式成立招生。学院由河北大学与英国中央兰开夏大学共同建设，英国中央兰开夏大学在国际战略发展已率先在河北省。

UCLan Technology (Shenzhen) Ltd (“UTSL”) is a wholly owned overseas subsidiary of University of Central Lancashire (“UCLan”). UTSL is directly under the Department of Innovation and Enterprise of UCLan, aiming to develop the innovation and entrepreneurship among UCLan and even the whole UK and China, focusing on Sino-UK Industry-Academy-Research collaborations, commercialising the UCLan’s technology outcomes and seeking Chinese partnerships for UCLanac ademics and experts. In 2014, approved by Ministry of Education of P.R.C, the HBU-UCLan School of Media, Communication and Creative Industries (“the HBU-UCLan”) has officially recruited students. The HBU-UCLan was jointly established by Hebei University and UCLan, which plays an important role as one of UCLan international strategies.
