There existed already 8 incubators of various types, which formed a body of incubators with multiple investments leaded by the government and dominated by universities, mainly included Shenzhen-based Research Institute of Tsinghua University, PKU-HKUST Shenzhen-Hongkong Industry-Education-Research Institution (SHIERI), International Institute for Technical Innovation of Shenzhen Virtual University Park Incubator, Futian Base for Industry-Education-Research, University of Science and Technology of China, R&D Center City university of Hong Kong, Industry-Education-Research Base Wuhan University, Industry-Education-Research Base Huazhong University of Science and Technology. The total investment of the incubators reach 460 millions Yuan, of which, 360 millions are from the government investments with a total capital of 170 millions Yuan for incubations, and an incubation area of 180 thousands square meters as well as 276 incubator enterprises with more than 6,200 professionals, of which 22 are High & New Tech Enterprises. In October 2003, the Shenzhen Virtual University Park was awarded to be ¡° the National Business-Startup Service Center for High & New Techs¡± by Torch Center(the Torch High Technology Industry Development Center) of the State Ministry of Science and Technology
